Context:
IIn 2025, Vietnam was hit by a series of extreme weather events, including Typhoons Ragasa, Bualoi, and Matmo, which caused severe damage to people, homes, infrastructure, and agricultural activities. Nationwide, there were 238 deaths or missing persons, over 258,000 damaged homes, and 555,000 hectares of crops affected.
The Tuyên Quang area, where GTV operates, was among the hardest hit, with floods, landslides, and mudslides affecting numerous municipalities. Thousands of families suffered damage, and many were evacuated due to the instability of the ground and their homes. In the Xin Man area in particular, landslides severely damaged the main irrigation canal system, cutting off the water supply to approximately 70.5 hectares of farmland. Over 100 families (about 500 people) depend directly on this infrastructure for their livelihoods.
All of this has serious consequences for the food security of local families: the destruction of the canals and adverse weather events have jeopardized the second annual rice harvest of 2025. Without the restoration of irrigation, farmers in the villages of Coc Sooc and Mao Pho risk being able to produce only one harvest per year, resulting in a significant reduction in production and household income. Some families are attempting to switch part of their crops to corn, but with no guarantee of success
Actions:
The project’s goal is to rebuild irrigation canals damaged by typhoons, floods, and landslides by 2025, benefiting 104 vulnerable families. The project will last 9 months and consists of 5 main activities:
1. Preparatory activities: selection of the construction contractor (based on at least 3 bids) and coordination with local authorities.
2. Reconstruction of irrigation canals: two projects in the villages of Coc Sooc and Mao Pho—a total of 1,250 meters of canals, irrigating 70.5 hectares.
3. Community engagement and sustainability: meetings with local management committees to establish guidelines for future maintenance; the canals are then handed over to the communities, which perform routine maintenance without paying water taxes.
4. Distribution of agricultural inputs: approximately 30 kg of rice seeds to each of the 104 households for the spring and fall 2026 planting seasons, to support food security.
5. Monitoring and evaluation: overseen by the Local Project Manager in Vietnam, with a final evaluation mission conducted by Italian staff.
Expected results:
The implementation of the proposed activities will lead to the achievement of the following results:
R1. The damaged irrigation canal system in the municipality of Xin Man is rehabilitated and fully operational, and resilient to future climate change-related shocks.
R2. The water supply is restored for approximately 70.5 hectares of rice paddies and farmland.
R3. 104 farming households (approximately 500 people) have access to the seeds and irrigation needed to produce two rice harvests per year, which are essential for their food security and household economy.
